Add the liver, if using, during the final 8-10 minutes of simmering since it cooks much faster than the other giblets.

Strain the broth into a bowl, reserving the liquid. Pull the meat from the neck and finely chop the neck meat, heart, gizzard, and liver.

In a clean saucepan, melt the butter over medium heat, whisk in the flour, and cook for 2 minutes until golden and fragrant.
